Abstract

Institute of counselling of agriculture in indonesia there are since colonization epoch till independence epoch till autonomous era of area. Situation of system institute of counselling of natural agriculture of commutation of policy during some period in sub-province of Nabire, how system institute of counselling of agriculture, how constraint and potency in system institute of counselling of agriculture. Research of inni aim to study system institute of counselling of agriculture in progtam development of agriculture of sub-province of Nabire, identifying potential factor and system constraint factor institute of agriculture in development of agriculture of Sub-Province of Nabire. This research through interview by using kuisoner where intake of sampel conducted intentionally to structural functionary responder and other party amount to three functionary responder taken functional at random modestly in group pursuant to position ladder amount to thirty people. data analysis conducted with analysis of SWOT to study system institute of counselling namely weakness and strength and also system threat and opportunity institute of counselling of agriculture in sub-province of Nabire so that can compile development strategy in a period to coming. Result of research indicate that system management of counselling of agriculture in sub-province of Nabire still needed by furthermore research or study, this matter can be seen from leadership type and nature of leader having potency / good enough opportunity, in organization met by constraint namely at functional occupation organization chart, management at planning, energy, monitoring and management
